Requirements for valid ID documents when applying for a Swedish passport
When you apply for a passport, you must be able to prove your identity.
Your should present
1. a valid Swedish passport or national identity card, or
2. valid Swedish driving license.
Other documentation
If your passport has expired, you can submit other information and relevant documents to the passport administrator for investigation of your identity.
The passport administrator can request various documents to be presented in order to determin your identity.
A valid Iraqi passport is not accepted as proof of identity. It can however be presented as a supporting document to the passport application.
“Personbevis” is not valid as an ID document.
If you have other documents that support your claim of identity, you may present them when applying.
Certification of your identity by another person
You can ask another person to certify your identity. Persons who may submit identity certification are:
- parents,
- adult child or grandchild,
- an adult sibling
- grandparent,
- spouse, (cohabitant or registered partner)
The person who identifies the applicant must be present at the identity check and prove their own identity (with a Swedish valid ID document). The fact that another person has certified the identity is no guarantee that the application will be approved.
Fee and appeal
The passport fee is non-refundable.
The passport officer examines the application after the application has been submitted.
If your application is rejected, you have the opportunity to appeal the decision.
To obtain a social security number for a child born in Sweden or a coordination number for a Swedish child born abroad, the child must be registered with the Swedish Tax Agency. It is today problematic with children born in Iraq to Swedish parents as the Tax Agency no longer accepts Iraqi documents for registration in the population register. Without a person / coordination number, children cannot get a Swedish passport.
The parents do have the possibility to write to the Swedish Migration Agency and make a declaration of citizenship (see below for information on what the letter should contain). This citizenship declaration can be submitted directly to the Swedish Migration Agency in Sweden or to the embassy in Baghdad, which then forwards the citizenship declaration to the Swedish Migration Agency. The Swedish Migration Agency then decides whether the child is a Swedish citizen or not.
If you received a decision from the Swedish Migration Agency that the child is a Swedish citizen, the embassy can request a coordination number with the Swedish Tax Agency.
The following documentation may be attached to the citizenship declaration:
1. Documents relating to the birth of the child such as, birth certificate, hospital record, registration in the population register in Iraq, etc.
2. The child's Iraqi passport.
3. Parents' passports.
4. Parents' marriage certificate.
5. Other things considered important.
All documents must be presented in original together with two sets of copies (Important!).
The embassy sends one set to the Swedish Migration Agency and keeps a set at the embassy until the decision is made.
The citizenship declaration must be signed “på heder och samvete” by both parents. This is very important as the Swedish Migration Agency does not accept an application without it being certified on honor and conscience by both parents.
Both parents and the child must be present when presenting the declaration.
If you have further questions, you are welcome to contact the embassy. Please email us when you have all the documentation and want to book an appointment.
Declaration of citizenship: what is needed in the letter?
The family makes a written application in the form of a regular letter with free text. The letter must, among other things, contain information about
• when the baby was born
• where the child was born
• how the child received its Swedish and possibly their foreign citizenship
• name and date of birth (or personnummer) of the child's parents
• which citizenship or citizenship the child's parents have and the date on which they received their citizenship
• if parents are or have been married; when they married and the date of any divorce
• if any of the child's parents have been resident in Sweden, the Swedish Migration Agency wants to know when he or she moved from Sweden
• if the Swedish parent was born abroad, the Swedish Migration Agency also wants the name and date of birth or social security number of his or her parents (the child's grandmother / grandfather or grandmother / grandfather).
In order for the Swedish Migration Agency to examine your application, you must write:
”Uppgifterna i ansökan lämnar jag på heder och samvete”
(IMPORTANT! This text must be accurate otherwise it does not apply)
The letter must have both parents' signatures and name clarification.
The entire application with all appendices must be submitted to a Swedish embassy or a Swedish consulate.
If you live in Sweden, you should instead send your application to:
The Swedish Migration Agency
