The Embassy of Sweden in Manila does not have a migration section and does not handle migration related issues - visas or other permits - for travelers from the Philippines to Sweden. The Embassy of Sweden in Bangkok is responsible for these matters.
Schengen visa applications for visits less than 90 days are submitted through VFS Global in Manila and Cebu. The visa applications are sent to the Embassy of Sweden in Bangkok for decision. A decision will normally be available within 15 working days.
