Emergency Travel Documents (ETD)

Sweden’s embassy in Havana can issue an Emergency Travel Document (ETD) to citizens of EU member states if the citizen’s member state approves and doesn’t have diplomatic or consular representation in Cuba

The ETD issued by the Swedish Embassy, is an A4 sheet and issued for a specific, one-way and imminent (within 2-3 days) journey. You have a personal responsibility to check that the country you are travelling to and through accepts a Swedish ETD. The best way to do this is to contact the embassy in the coutry you are travelling to, our your airline/travel company.

Applicants for ETD are required to

  1. Book a appointment at the Swedish embassy for ETD by e-mail to visa.havanna@gov.se and mark the e-mail ETD. Please provide the following information in your e-mail:
    • First name
    • Surname
    • Citizenship
    • Passport number
    • Date of travel
    • Mobile number
    • Telephone number to your accommodation in Cuba
    • Email address
  2. The applicant report to the local police and provide a police report that their passport has been lost, stolen, destroyed, or is temporarily unavailable (EU Council decision 95/553/CFSP and 96/409/CSFP).
  3. The applicant must provide valid identification to prove citizenship in the EU member state.
  4. Prior to issuing the ETD, the Swedish embassy must contact the nearest diplomatic mission representing the applicant’s EU member state to acquire permission to issue the ETD.
  5. When permission has been given the embassy will contact the apllicant to set a date and time for application.
  6. The fee for an Emergency Travel Document (ETD) is 175 Euro, to be paid in cash when issued.

For children under 18 there are additional requirements for ETD

  • The child must attend the Embassy with at least one guardian
  • Complete the Guardian Certificate. It has to be signed by both guardians and witnessed by two persons living in Cuba.
  • If the child only has one guardian we need to see legally valid  proof. (extract from the population register/court order)
  • The parents must bring their own passport/valid photo ID. If only one guardian accompanies the child he/she needs to bring the absent guardian’s valid passport/photo ID.
