Sweden and Japan Advance Cooperation on Dual-Use Innovation and Industrial Partnerships

Sweden and Japan have taken an important step forward in deepening their bilateral relationship with the adoption of a Joint Statement on Economic Cooperation on 5 February 2026. The statement was signed by Ms. Sara Modig, State Secretary, Ministry of Climate and Enterprise of the Kingdom of Sweden and Mr. Takehiro Matsuo, the Vice-Minister for International Affairs, Ministry of Economy, Trade and Industry of Japan (METI).

Strengthening ties through dual-use technologies

Acknowledging the growing relevance of dual-use and advanced technologies for both economic development and security, Sweden and Japan reaffirmed their shared commitment to expanding cooperation in fields where civilian and defence applications intersect, such as space, drone technology and telecommunications. Such technologies are increasingly central to innovation, industrial competitiveness, and the resilience of global supply chains.

The Joint Statement builds on established frameworks, including the Japan–Sweden Strategic Partnership, existing agreements on defence equipment and technology transfer, and broader Japan–EU cooperation mechanisms. Together, these frameworks support closer collaboration among companies, research institutions, and public-sector actors in both countries.

Public-private engagement as a driving force

Discussions in Stockholm highlighted the value of public-private engagement as a cornerstone of bilateral cooperation. Participants exchanged views on concrete opportunities for collaboration, supported by organizations such as JETRO, Business Sweden, NEXI, JBIC, as well as innovation agencies including NEDO and Vinnova.

More than 60 companies and organizations from both countries participated in the associated Dual-use and Deep Tech Business Forum in Stockholm, demonstrating strong interest from industry in expanding Sweden-Japan cooperation.

The dialogue also took place against the backdrop of increasingly interconnected security environments in Europe and the Indo-Pacific, reinforcing the importance of trusted partnerships and industrial cooperation between like-minded countries.
