Statement by Sweden on behalf of the Nordic Baltic states, 26 February 2026
Thank you, President.
I speak on behalf of the Nordic-Baltic countries.
The FFM report entitled, Sudan: Hallmarks of Genocide in El Fasher, documents that RSF, in October last year, committed serious violations of IHL and international human rights law, amounting to international crimes. We are appalled by the indiscriminate violence and deliberate mass killings of civilians, torture, arbitrary detentions, sexual and gender-based violence, attacks against humanitarian assistance and workers, and the use of starvation as a method of warfare.
There most recent FFM report comes on top of credible reports that SAF and RSF have committed war crimes, and that RSF has committed crimes against humanity. Perpetrators must be brought to justice and held accountable.
We call on all parties to cease hostilities immediately, seek a sustainable peaceful resolution to the conflict, and to respect IHL as well as international human rights law. We further urge states to support the High Commissioner’s call to expand the ICC’s jurisdiction to all crimes committed throughout the Sudan.
The El Fasher reports highlight the need to end the supply of arms to the parties of the conflict in light of ongoing human rights violations and serious violations of IHL. How can states best support OHCHR and the FFM in this endeavour?
