Call for tenders

Sweden’s regional strategy for the Syria crisis 2024 - 2026 funds projects in Syria, Lebanon, Jordan, and Türkiye. The aim of the activities within the scope of this strategy is to contribute to strengthening the resilience – the ability to withstand, adapt and recover – of the Syrian population and of vulnerable groups in Syria’s neighboring countries that are severely affected by the conflict. The embassy today manage a large portfolio of contributions, spanning large UN-Agencies to small civil society organizations.

Due to the challenging security context, embassy personal are limited in their ability to travel inside Syria and follow up projects in person. This hinders program managers from monitoring project implementation, gaining crucial contextual understanding, or leading evaluations.

The purpose of this procurement is for the Embassy of Sweden in Beirut to enlist ‘third party monitoring’ services in support of the implementation of the regional Syria crisis strategy. This aims to strengthen the embassy’s ability to follow up and review ongoing aid projects, and improve its contextual understanding.

The framework agreement being procured should be able to provide two interrelated services:

1. Third party monitoring. Monitoring ongoing projects, verifying activities and providing quality assessments when requested. Ability to visit projects in-person in all of Syria.
2. Contextual analysis. Ability to assist with ad-hoc analysis of the Syrian crisis – both political, humanitarian, and conflict related developments.

The above activities are limited in scope to the countries subject to Sweden’s Syria crisis response (Syria, Lebanon, Jordan, Türkiye).
