Sweden has long been perceived as one of the least corrupt countries in the world.
However, amid growing concerns about the power and influence of organised crime groups, the country is working to address emerging corruption risks, including at the subnational level.
This Review assesses Sweden’s public integrity framework, and identifies gaps and opportunities for action. It makes recommendations for Sweden to improve its strategy, corruption offences, the management of outside interests, its culture of integrity, subnational anti-corruption mechanisms, and public procurement processes.
This Review aims to support Sweden in taking a strategic, evidence-based approach to upholding integrity and combatting unlawful influence in the public sector.
