On 4 December 2025, the Swedish Government decided to phase out the bilateral development cooperation with five countries, including Mozambique, by 31 August 2026. The decision is not linked to any event in Mozambique but motivated by the new significant security policy challenges in Sweden's immediate neighbourhood. It is also shaped by the Swedish Government's new strategic direction for aid, which includes a reduction in the total number of bilateral cooperation strategies.
“The long-standing and positive relations between Mozambique and Sweden created a stable foundation for a renewed and deepened partnership. Sweden is proud of the contribution we have made to Mozambique’s development. Together, we have achieved important results in several areas which impact the lives of the people of Mozambique, including energy and climate, sexual and reproductive health and rights (SRHR), economic and social inclusion, higher education and research as well as peace and security" says Ambassador Andrés Jato.
Mozambique will remain an important partner and ally for Sweden. With this reorientation, the Swedish Government wants to lay the foundation for a partnership that prioritises joint global challenges and growth through trade and investments. In October, Sweden and Mozambique signed a memorandum of understanding on political consultations with the aim of further developing bilateral dialogue and cooperation on global issues of common interest. Sweden's humanitarian aid to Mozambique is not affected by the decision but will continue with the aim of reaching those most in need.
