The Consulate General of Sweden in Jerusalem is recruiting a mid-level career professional as a National Programme Officer (NPO) to its Development Cooperation Section

The Consulate General of Sweden in Jerusalem is seeking to recruit a mid-level career professional as a National Programme Officer (NPO) to the team in the Development Cooperation Section.

The strategic direction and development of the portfolio of interventions is guided by the funding window for Palestine as defined in the Swedish Government’s Strategy for Sweden’s regional development cooperation with the Middle East and North Africa 2024-2027 with three development objectives:

  • Economic development, improved infrastructure and job creation, including entrepreneurship and the economic empowerment of young people and women.
  • Improved access to health care, including sexual and reproductive health and rights, and a focus on children’s health.
  • Strengthened capacity for good governance, democracy, the rule of law and accountability, and promoting a two-state solution in accordance with international law.

The Consulate General of Sweden is situated in Sheikh Jarrah in East Jerusalem and has currently 25 employees. The mission’s areas of responsibility cover Jerusalem, the West Bank and Gaza. The tasks of the Consulate General include political reporting, international development cooperation as well as consular services.

The position is full-time on-site, starting as soon as possible. The position does not allow for remote work. The Consulate General (CG) of Sweden applies an observation period of six (6) months.

As a National Programme Officer (NPO) in the Development Cooperation Section, you will:

  • Be responsible for contribution management of on-going contributions, doing new appraisals and assessments, budget analysis, reporting and financial follow-up, and monitoring and evaluation, under any of the three development objectives as outlined above. The contributions assigned will be decided based on NPOs profile and needs in the overall portfolio management.
  • Ensure that rules and procedures are followed in the management of contributions including fulfilment of the administrative requirements.
  • Participate in the overall strategy implementation with a specific focus on strengthening Monitoring and Evaluation and results reporting across the portfolio.
  • Coordinate, network, and arrange dialogue with stakeholders such as civil society organizations, UN agencies, other donors and line ministries.
  • Participate in different national platforms and forums related to portfolio of interventions managed
  • Participate in relevant networks at Sida Headquarters in Stockholm
  • Be at team player and liaise closely with all team members within the Development Cooperation Section.
  • Provide any other support as requested by the Head of Development Cooperation Section.

 

Qualifications:

  • Minimum bachelor’s degree (Master’s degree preferred) in Development Studies or related social science field.
  • 4-7 years of professional work experience from other diplomatic mission, the UN, Civil Society or public administration.
  • Experience working with Monitoring and Evaluation or results reporting.
  • Experience in project management or grant management, preferably donor funded.
  • Very strong interpersonal and communication skills and ability to develop and maintain good working relationships both within the Development Cooperation Section and in the Consulate General as well as with external actors.
  • Strong analytical, management and problem-solving skills, with the ability to navigate politically sensitive and complex environments.
  • Excellent speaking and writing skills in English and Arabic.
  • Computer literacy and experience with office management software, such as MS Office.
  • Possession of a Jerusalemite ID is essential due to the nature of the position, which involves working in East Jerusalem and frequent travel across the West Bank, particularly in Area C.
