In general, travellers from outside the Nordic countries will have to present a negative covid-19 test to enter Sweden.

There is an entry ban on travel to Sweden for travel from countries outside EU/EEA until 31st of August 2021.
However Singapore is seen as a low risk country, hence Singapore is exempted from the travel ban.

For Singaporean and Malaysian citizens, you are able to travel to Sweden without an entry visa, you may need to present a copy of the decision when you arrive. As soon as possible after arriving in Sweden, you should book an appointment with the Swedish Migration Agency to have your fingerprints and photograph taken.

An online application with the Swedish Migration Agency has to be submitted with confirmation and a control number before making an appointment for biometrics.
Applications for all residence permits including study permits should be made online.
