Due to a temporary ban on entering Sweden, the Embassy of Sweden in Moscow issues visas only for those who belong to the category of people who are allowed to enter Sweden and need a visa. If you have already left your biometrics for Schengen visa within last 59 months and want a third person to apply for a visa on behalf of you or to collect your passport he/she should present a power of attorney and identify himself/herself. Power of attorney issued by organizations or companies on behalf of their employees or partners are not accepted.

However, it is the Embassy or consulate that decides whether you are to be granted a visa. In certain cases, the matter is referred to the Swedish Migration Agency for a decision.
The decision-making may take up to 15 calendar days (and in individual cases may be extended up to 45 calendar days) after the application has been considered admissible.
The deadline for taking a decision on an application starts running only when it has been established that the admissibility criteria have been met and not when the application has been submitted by the applicant.
