Yes, Swedish citizens living abroad can always apply for a new passport in Sweden. It is also cheaper to apply for a passport in Sweden than at embassies!
You can choose to have your passport sent for collection at the Embassy in the United Kingdom if you state this at the time of application.
This means that if you go to Sweden to apply for a new passport before your old one has expired, you do not have to wait in Sweden for your passport.
