Third Committee of UNGA 80: Sweden's intervention on behalf of the Nordic-Baltic States

Interactive Dialogue with the Special Rapporteur on extrajudicial, summary or arbitrary executions, Mr. Morris Tidball-Binz. Statement delivered by Sweden on behalf of the Nordic-Baltic States, 22 October 2025

Chair,

I have the honor to speak on behalf of Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and my own country Sweden. We would like to thank the Special Rapporteur for his latest report.

The Nordic and Baltic states remain firmly committed to preventing and ending extrajudicial, summary or arbitrary executions in all circumstances and ensuring accountability for such violations of international law.

This includes an obligation to prevent unlawful killings by law enforcement officials, through the establishment of clear legal standards, robust oversight mechanisms and operational safeguards. Every potentially unlawful death by law enforcement officials must be investigated in accordance with international standards, in a prompt, effective, thorough, impartial, independent, credible and transparent manner.

Mr. Special Rapporteur,

In your report, you stress that there are certain operational contexts that are consistently associated with a heightened risk of unlawful killings by law enforcement officials. These include the policing of public assemblies, counter-terrorism and drug enforcement operations, the enforcement of states of emergency, militarized policing, custodial settings and migration and border control.

What are your key recommendations for how States can minimize the risk for human rights violations, including unlawful killings, in these specific contexts?
