Position as National Programme Officer (NPO) at the Embassy of Sweden

The Embassy of Sweden in Chisinau is looking for a committed Programme Officer, with focus on Democracy, Human Rights, Rule of Law and Resilience against hybrid threats, to contribute to Sweden’s engagement in Moldova.

The Embassy’s reform cooperation team is responsible for implementation of the “Strategy for Sweden’s Reform Cooperation with Eastern Europe, the Western Balkans and Turkey 2026-2030” in the Republic of Moldova, covering the following areas:

  • Democracy, human rights, rule of law and gender equality
  • Economic development through job creation and trade
  • Conflict resolution and increased resilience to hybrid threats
  • Migration
  • Faster green transition, energy efficient and climate change

Sweden’s reform cooperation with Moldova has a strong focus on the EU accession process and supports the Republic of Moldova’s efforts and preparations to join the European Union.

WORK DESCRIPTION

You will be a part of a dynamic team at the Embassy of Sweden in Chisinau, which, under the leadership of the Ambassador, is responsible for political reporting, trade- and cultural promotion, consular services, as well as a substantial development cooperation portfolio. The Embassy team works closely together with colleagues in Stockholm at the Ministry for Foreign Affairs and the Swedish international development cooperation agency, Sida.  As part of the reform cooperation team reporting to the Head of Development Cooperation, you will:

  • Be responsible for assessing proposals and drafting appraisals, decisions, and agreements, monitoring and reporting of our reform cooperation partnerships, with a specific focus on democracy, human rights, rule of law and resilience against hybrid threats.
  • Carry out risk analysis, budget analysis and financial follow-up of projects including reading and acting on reports.
  • Ensure that quality assurance is carried out according to Sida’s rules and regulations.
  • Establish and maintain contact with Moldovan government institutions and Moldovan and international actors from different sectors, as well as various bilateral and multilateral donors.
  • Follow the development in Moldova in the areas of responsibility and contribute to drafting analytical reports, including results reporting.
  • Contribute to the team’s strategic analysis of the overall contribution portfolio and efforts to strengthen the synergies between the areas of cooperation.
  • Represent the policies, ethics, and values of the Swedish government.
  • Undertake other tasks that occur within Sweden’s development cooperation and in the broader work and responsibilities of the Embassy.

QUALIFICATIONS

Professional and technical skills

  • Academic degree in a field relevant to the position
  • Minimum of 5 years relevant work experience, for example, from EU, development agencies, Embassies, UN or other international organisations, international or national civil society organisations (including think tanks or private sector) as well as national and/or local level government institutions
  • Good knowledge of the justice sector, democracy, human rights and the related challenges and opportunities in Moldova
  • Experience of development cooperation, including project management and monitoring
  • Good understanding of the EU accession process including the relevant acquis chapters and the sector working groups.
  • Language proficiency: fluent in spoken and written English, Romanian and Russian.
  • Good general proficiency in software such as Word, Excel, PowerPoint and a willingness to learn other systems required.

  • Excellent oral and analytical writing and communication skills.
  • Good judgement, integrity and self-awareness.
  • Be structured, organized and with good administrative capacity.
  • Be both a team player and able to work independently with high level of responsibility, taking own initiatives.
  • High level of work ethics.
  • Ability to effectively manage multiple tasks, demonstrate flexibility and adapt to new tasks and responsibilities.

MERITS

  • Experience in areas of priority for Swedish Development Cooperation, in particular: human rights, gender equality, economic development and trade, peace & security, and environment and climate.
  • Knowledge of Swedish is a merit.

The applicant should also be interested in contributing to the overall work of the Embassy of Sweden in Chisinau. Duty travels within Moldova to participate in the follow-up of contributions to development programmes constitute part of the duties. Occasionally there will also be travel to Sweden.

The position is a long-term position with a 6 months’ probation period. The start date is preferably 1 October 2026.
