Operational Controller at the Embassy of Sweden in Maputo

The Embassy of Sweden in Mozambique represents the Swedish Government in the Republic of Mozambique. The Embassy's overall mission is to strengthen the relations between Sweden and Mozambique. Development cooperation, dialogue and trade promotion are at the centre of the Swedish- Mozambican collaboration.

The Embassy is responsible for the development cooperation between Sweden and Mozambique. The long-term objective of the development cooperation financed by Sweden is to improve opportunities for people living in poverty to contribute to and benefit from economic and democratic development. Environment and climate change, democracy, human rights and gender equality, and inclusive growth are the main cooperation areas during the current strategy period (2015-2020). The Embassy also has research cooperation with the Mozambican government, which strategy period is 2017-2022.

The controller will be a member of the Embassy´s Quality Assurance Team with the overall task to contribute to an effective internal control environment, assist managers and program officers with advice and support, and carry out the dedicated functions that are mandated in the contribution management process.  We are looking for a person with integrity, who builds trust in his/her relationships, that can adapt to new circumstances, and applies a flexible approach to solving problems.

The key duties are, but not limited to:

  • Contribute to the overall planning, reporting and follow up of the development contribution portfolio based on risk and materiality;
  • Provide support, advice and quality assurance to contribution management including disbursements;
  • Perform controls in accordance with Sida’s rules, the Swedish legislation and relevant ordinances;
  • Provide advice on issues regarding budget analysis, risk analysis and management, and assessment of financial and audit reports;
  • Provide support and advise to program officers regarding the internal management and control systems of cooperation partners;
  • Assist in the preventive anti-corruption work in the contribution management and assist in investigations of cases of corruption;
  • Carry out other tasks when needed, in line with requests from the management.

Required qualifications of the candidate:

  • At least a bachelor’s degree in accounting (financial or audit), management, business administration or another related field;
  • At least 5 years of documented experience working with financial management, internal control, risk analysis, procurement, budget analysis, audit, project management including monitoring and evaluation;
  • Excellent operational, administrative and time management skills;
  • Excellent oral and written proficiency in English and Portuguese, as well as verbal communication skills.
  • It is further seen as a strong merit if the candidate has documented experience from development cooperation.


In addition, the candidate is expected to:

  • Drive a culture of teamwork and collaboration.

The position also requires that field trip missions are carried out.
