Vacancy National Programme Officer: Democratic Governance and Human Rights

The Swedish International Development Cooperation represented by the Embassy of Sweden in Pristina hereby announces the opportunity to work as a national programme officer on democratic governance and human rights. The position is full-time, and the chosen candidate is expected to start working latest by 15th of March 2023.
Main duties and responsibilities:
The National Program Officer will work closely with the Head of Development Cooperation, and the development team in implementing and overseeing interventions that are in line with Strategy for Sweden’s reform cooperation with the Western Balkans and Turkey 2021–2027.
- Follow and analyse developments in Democratic Governance and Human Rights sector.
- Engage with civil society and other actors in the field of gender equality, human rights and serve as the embassy focal point for gender equality and civil society.
- Assess, engage, lead and coordinate donor’s support to civil society together with the EU office.
- Manage contributions in line with Sida’s contribution management process, and relevant rules and regulations.
- Oversee activities related to contributions and provide advise to implementing partners.
- Assess proposals and concept notes requesting support from the Embassy of Sweden.
- Perform results analysis and results-based management on contribution and portfolio level.
- Representing Sweden in the international community within the area of responsibility.
- Contribute to the Embassy’s analysis and reporting beyond the development cooperation.
- Provide input to Sida’s strategic planning and annual reporting.
- Engage in monitoring and reporting of the results within Human Rights and Democracy Portfolio.
Qualifications:
Education:
- Advanced university degree (Master's degree or equivalent degree) in sociology, economics, other social science, or related field is required.
- Documented experience in the area of human rights. Project management and human rights certification.
Work experience and competence:
The National Program Officer position is designed for candidates who have extensive experience in international development work, who have demonstrated understanding and knowledge of social and development issues in Kosovo and the region and have experience with local CSO sector. The candidate must demonstrate Strong analytical skills, capacity, and ability to identify, analyse and articulate multi-dimensional social development issues is desirable.
- Experience and skills in developing socio-economic and policy analysis.
- Experience and skills with drafting reports and assessment of reports.
- Experience and skills in assessing proposals, budgets and understanding of audit reports. Familiar with administration of development projects.
- Demonstrated professional competence and experience working with governmental and non/governmental organizations.
- Seven years’ experience at the national and/or international level, in design, planning, implementation, monitoring or evaluation of development projects.
- Experience and knowledge with gender mainstreaming project. Experience from actively engaging men and boys is an advantage.
- Experience and knowledge in management, specifically in understanding budget analysis and work-plans.
- Experience from working with peace and security/ reconciliation is an asset.
- Experience and skills in programme development and understanding of result-based framework.
- Shown ability to cultivate effective working relationships with civil society organizations, government officials, and private sector actors.
- Strong leadership and teamwork skills, especially when working in multi-disciplinary and multi-cultural teams.
- Ability to adopt
- Strong organizational skills, able to manage multiple tasks simultaneously.
- Previous experience of working with donor agency is an important asset.
Communication:
- English language fluency, with excellent oral and written communication skills. Knowledge of official local languages mandatory.
