Job Openings at the Embassy

There is currently one job opening at the Embassy of Sweden in Addis Ababa: National Programme Officer for Migration and Refugee Management in the Regional Development Cooperation Section

The Swedish Embassy in Addis Ababa is responsible for Sweden's relations with Ethiopia, Djibouti, IGAD and AU. Moreover, the Embassy manages both the Swedish bilateral development cooperation program with Ethiopia, and a substantial part of the Swedish support for regional (or Pan-African) development cooperation. Partners include African Union, Regional Economic Communities, the African Development Bank, other continental and regional organizations, including think tanks and civil society. The main thematic areas of the regional cooperation programme are natural resources, climate change resilience and renewable energy; democracy, gender equality and human rights; economic integration and trade, employment and migration; and human security and freedom from violence.

 

The Section for Regional Development Cooperation comprises 17 positions, including national and Swedish programme officers, the Head of Section, two financial controllers and two programme administrators. The Embassy work with colleagues located in Stockholm (Sida HQ) and at the Swedish Embassies in Lusaka and Ouagadougou. The position as National Programme Officer (NPO) for Migration and Refugee Management will be vacant as of May 1, 2020, and we are now looking for a highly qualified and motivated person to replace the current NPO. The tasks include, but are not limited to:

 

  • Follow-up the current projects in the portfolio of Migration and Refugee Management and assess new project proposals;
  • Review narrative, financial and audit reports submitted by implementing partners and disburse funds as required;
  • Undertake visits to partners for project monitoring;
  • Participate in Project Steering Committee meetings;
  • Participate in annual reviews and other meetings organized by partners;
  • Ensure that project data are correctly uploaded in supporting IT-systems and documents registered and archived;  
  • Provide guidance and support to partners in the course of project implementation;
  • Participate in African Union and other migration donor groups meeting;
  • Provide advice and report on migration and refugee issues in Africa to the Swedish Ministry of Foreign Affairs and the Swedish International Development Cooperation Agency;
  • Participate in all regular activities of the regional section of the Embassy, including planning and reporting;
  • Perform other tasks as decided by the Head of Regional Development Cooperation.

 

The post involves a certain amount of travel, mainly within Africa. Occasional travel to Sweden may be required.

 

Required qualifications:

  • A Master’s degree in relevant discipline, such as political science, economics, development studies or related subjects;
  • Fluency in English language (both oral and written);
  • Extensive experience of working with computer programmes, applications and systems;
  • Proven capacity to work independently, leading processes, manage programmes and budgets, create relevant professional networks and conduct dialogue and negotiations with partners;
  • Ability to work in team and good communication skills.

 

Required work experience:

  • At least 5 years work experience in the areas of Migration and Refugee Management, preferably in a regional context;
  • At least 5 years of work experience in managing development cooperation funded programmes and projects;
  • Experience of working with multilateral and intergovernmental organizations

 

Additional qualifications considered as merits are:

  • A results-oriented approach to work as well as practical experience of Results Based Management;
  • Experience from institutional capacity building programmes;
  • Knowledge of Agenda 2063 and the sustainable development goals as well as the Global Compacts on Migration and Refugees;
  • Experience in mainstreaming issues related to environment and climate change, gender and conflict sensitivity in development;
  • Experience in risk assessment and anti-corruption;
  • Good command of French (both oral and written);
  • Amharic and Swedish language skills.
